Not sure what state you are in, but for example in Texas a Justice of the Peace is a very high ranking judge, he does not have to “fix: the ticket
But a call form a Justice of the Peace there and the police would take care of a ticket, not officially but it would get done.
But in any state a Justice of the Peace is a judge, so they will have official statis

I am thinking it IS illegal for ANYONE to fix a ticket. They call it obstruction of justice.
I would google it and see what comes up.
It’s obstruction of justice unless he drops the charges while sitting in judgement, in a court of law and the proceedings are thus recorded.
“Fix” is kinda’ a loaded word. Judges are allowed to reduce (except those that they are statutorily prohibited from reduction) or dismiss any action that is brought before them.

If you mean dismiss or reduce the charge when you say “fix the ticket,” then no it is not illegal. The Justice Court has broad discretion to do something like that.
The JP might do something like that for a 1st offender or in the case of a very minor offense. The JP better be careful, however. Even though it is not illegal, it could be bad politics. JPs are elected officials. The public often doesn’t look kindly on JPs who are believed to be playing favorites or who are “soft on crime.”
It is not illegal when a judge does it… he dismisses it and it is called ‘judicial discretion’
