I won a large sum of money and my online gambling site that only offers cashout via visa chargeback, and was wondering how it works, and how can I take out my money from the visa?
I heard 1 bad story where some guy cashed out via td visa(I also use TD visa) and he tried to take the money out from his positive balance from his card and the bank teller he could not because the funds were from a online gambling site but I forgot the rest of the incident.

I do not Canadian law but I do know that if the money came from a gaming site and went to a U.S. credit card you might not be able to get it out. In early 2007 the U.S. enacted the Unlawful Internet Gaming and Enforcement Act (UIGEA), making it essentially a violation of U.S. Law for on line gaming sites to accept U.S. dollars.
Most on line gaming sites will release funds only in the same fashion they were originally funded. Perhaps your site can issue a check to you? Or contact the site directly to see if an alternate form of payment can be made; Otherwise you should probably check with your Visa issuer on their policies.
