It is quite clear to me a lot more money could be made by processing trash into useful raw material. The use of reprocessed raw material would also reduce the pressure on the environment by reducing the amount of new raw material needed for industry.

A lot of waste cannot be reprocessed, as it isn’t recyclable. In other cases, it is more expensive for companies to reprocess waste than it is for them to create new packaging/containers or goods. It’s all about the infrastructures in place. Some companies could care less about recycling simply due to costs.
People do this, but it’s often too expensive to pay for itself. It works for things like paper and aluminum cans, for example, but only because people sort them out. For general mixed household waste, it’s very expensive. People have tried to recycle that and failed.
If people cooperate we can reduce the need for landfills, but at present we can’t eliminate them or even do it halfway.
